Public appointment: Members reappointed to the Scottish Futures Trust

Public appointments news release.


The Minister for Business, Trade, Tourism and Enterprise, Mr McKee, today announced the reappointment of Bill Matthews and Pauline Mills as Members of the Scottish Futures Trust.

Members

Bill Matthews is a Chartered Engineer who began his career as a Test Engineer with Motorola in Scotland, before a number of years running technology businesses. He subsequently developed a portfolio of non-executive interests in a variety of areas, including seven years as Chair of the BBC Pension Fund. Bill’s current roles include chairmanship of the Scottish Criminal Cases Review Commission and sitting as a lay panelist for the Nursing and Midwifery Council on fitness to practice hearings. He is the Scottish member of the British Transport Police Authority and the Deputy Chair of Redress Scotland. Bill holds an MBA alongside first degrees in Electrical Engineering, Psychology, and Humanities. 

Pauline Mills started her career at Kirkcaldy District Council in 1987 and joined Wimpey Homes in 1997, before moving to Miller Homes in 2004. She returned to Taylor Wimpey in 2008 to her current role of Land and Planning director. She is a chartered town planner and a member of the RTPI.

Reappointment

The reappointments will be for four years and will run from 1 January 2023 to 31 December 2026.

The reappointments are regulated by the Ethical Standards Commissioner.

Remuneration

The reappointments are part-time and attracts a remuneration of £325 per day for a time commitment of two days per month.

Other ministerial appointments

Bill Matthews is Chair of the Scottish Criminal Cases Review Commission for which he receives remuneration of £425 per day, for a time commitment of two days per month.

Pauline Mills does not hold any other public appointments.

Political activity

All appointments are made on merit and political activity plays no part in the selection process.  However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity within the last five years (if there is any to be declared) to be made public.  

Bill Matthews and Pauline Mills have had no political activity within the last five years.

Background

Scottish Futures Trust was established by the Scottish Government in 2008, they are an infrastructure centre of expertise that does all its work in collaboration with many partners across the private and public sectors.

Their industry partners range from investors, infrastructure operators, property developers, architects and constructors through to those involved in maintaining and enhancing Scotland’s public sector buildings and assets.
