This document is an initial assessment of the impact of Small and Medium Enterprise (SME) and Third Sector Procurement Action Plan and Scottish Government will continue to review and update this document where required during the strategic decision making process. Any future iterations will reflect an increased understanding of these impacts as the amount of data and research available continues to grow.

This impact assessment should be read in conjunction with the Equality Impact Assessment and the Fairer Scotland Duty Assessment.

1. Brief Summary

The Small and Medium Enterprise (SME) and Third Sector Procurement Action Plan brings together a number of pre-existing guidance documents, policies and engagement mechanisms, and makes clear how the Scottish Government’s commitment will be delivered to SMEs and Third Sector organisations on opening up opportunities for public sector procurement.

2. Which aspects of the relevant proposal currently affects or will affect children and young people up to the age of 18?

The SME and Third Sector Action plan does not directly impact children and young people. However there may be young people under the age of 18 who are young small business owners, and in this circumstance the plan would affect them. This has been investigated within the Equalities Impact Assessment.

3. Which groups of children and young people are currently or will be affected by the relevant proposal?

There is limited scope for the SME and Third Sector Procurement Action Plan to have impact on the lives of children and young people

Explanation why CRWIA is not required:

A CRWIA will not be carried out. There has been consideration of the fair and equal opportunities for young people under the age of 18 who are SME and Third Sector Organisation owners in the Equalities Impact Assessment as this consideration aligns more closely to that impact assessment.
