The Programme for Government is published every year at the beginning of September and sets out the actions we will take in the coming year and beyond.
It includes the legislative programme for the next parliamentary year.
Programme for Government 2024 to 2025
First Minister John Swinney announced his first Programme for Government on 4 September 2024.
This will deliver on the four main priorities of:
- eradicating child poverty
- growing our economy
- tackling the climate emergency
- improving public services

Legislative programme
Fourteen bills will be introduced during the 2024 to 2025 parliamentary year:
- Adults with Incapacity
- Budget (No. 4)
- Building Safety Levy
- Climate Change (Emissions Reduction Targets)
- Community Wealth Building
- Criminal Justice Modernisation and Abusive Domestic Behaviour Reviews
- Crofting
- Leases (Automatic continuation etc)
- Heat in Buildings
- Misogyny
- Natural Environment
- Post-School Education Reform
- Prisoners
- UEFA EURO 2028
