Director for Business and Better Regulation

Responsibilities

The Director for Business and Better Regulation:

• oversees the Directorate for Business and Better Regulation
• People Director for DG Economy – leading on delivery of our People Strategy across directorates, and representing DG Economy on the SG Talent Board
• Senior Responsible Officer for economic resilience as part of the SG Civil Contingencies Crisis Preparation Oversight Group

Biography

Frances began her career as a solicitor in private practice, specialising in infrastructure  consenting and environmental law.  Previous roles within the Scottish Government have included:

• leading the energy consents unit, responsible for determination of a programme of applications energy infrastructure project
• director for aviation, maritime, freight and canals at Transport Scotland, delivering transport operations, capital projects and public body sponsorship functions
• supporting creation of the offshore wind directorate

Frances is an accredited case reviewer for the Infrastructure and Projects Authority.
