Director of Exchequer Strategy
Jennie Barugh has been Director of Exchequer Strategy since April 2024.
Responsibilities
The Director of Exchequer Strategy:
- supports the Director-General Scottish Exchequer to support government to deliver priorities in a fiscally sustainable way
- progressing the ambition to be more fiscally sustainable and more transparent about the public finances
- leading, delivering and coordinating fiscal events (Medium Term Financial Strategy and Annual Budget)
- managing the fiscal framework and delivering fiscal policy projects e.g. fiscal transparency and constitutional futures
- setting the overall macro fiscal strategy across funding and spending and managing aggregate risk
- analytical capability for Exchequer analysis and insights
- manages both relationships with the Scottish Fiscal Commission and inter-governmental relations
The Director is also a member of the following groups:
- SG Scottish Exchequer Management & Assurance Boards
- Equality & Human Rights Senior Leadership Group
- Audit Scotland Advisory Group (Re the Scottish Government’s approach to fiscal sustainability and reform)
- Talent and Learning Board
Biography
Jennie joined the Scottish Government in late 2018 as Director for Performance and Strategic Outcomes.
Prior to this, she worked for the UK Government's Department for International Development (DFID), including leading its office in Uganda, ensuring the £100 million development programme impacted on the lives of people living in poverty, including refugees from South Sudan and DR Congo.
She started her career as a Fellow of the Overseas Development Institute, working as an economist in the Ministry of Finance in Lesotho.
