Policy priority agreements
The First Minister issues mandate letters to each Cabinet Secretary, setting out how the priority commitments in the Policy Prospectus will be delivered.
Introduction
The mandate letters were developed to highlight the First Minister’s personal determination that he and his Cabinet will be held to account for delivery of the priority commitments made in the Policy Prospectus and to use those to drive decision-making and accountability across government.
In a pressured financial landscape, the mandate letters help to anchor Cabinet’s collective responsibilities towards achieving the three strategic missions and identifying the cross-portfolio contributions and collaboration needed to effectively deliver the priorities within and across budgets, consistent with the necessary fiscal discipline required.
The mandate letters set out how portfolios will deliver on the priorities set out in the Policy Prospectus over the financial year ahead.
