Overview

The joint delivery board members agreed at the last meeting on 24 May 2023 that this group has served its purpose and is no longer active. The group may reconvene if and when required. 

The Early Learning and Childcare Joint Delivery Board was set up in September 2018 to provide overall governance of the ELC expansion programme, to manage and monitor progress against the key milestone plan to ensure that the Scottish and local Government deliverd the ELC expansion on time and within budget.

With the delivery of 1140 initially achieved in August 2021, the ELC expansion has now moved on to a new phase focussed on realising the benefits of the expansion for children and families.

Under the first phase the board was jointly chaired by Clare Haughey MSP, Minister for Children and Young People, and Councillor Stephen McCabe, COSLA Spokesperson for Children and Young People.

From Summer 2022 onwards, the group meets every six months and papers will continue to be published here. The meeting is now jointly chaired by senior officials in Scottish Government and COSLA.

A joint statement from the Minister for Children and Young People and COSLA on the expansion of early learning and childcare was published on 14 December 2020.

Improvement Service reports

The Improvement Service have been commissioned by the ELC expansion programme to collect regular progress data from local authorities.
