Heat Networks Regulations Advisory Group
Overview
The Heat Networks (Scotland) Act 2021 has been designed to promote an increase of heat networks across Scotland in order to meet our net zero carbon targets, whilst also protecting consumer interests, particularly those vulnerable to fuel poverty. Each section of the Act sets out the framework for particular aspects of the planned regulatory system. It also provides powers for Scottish ministers to make regulations and publish statutory guidance.
The Heat Networks Delivery Plan, published in March 2022, outlines proposals for regulations and a timetable for delivery. We plan to have a functioning regulatory system in place by 2025. To ensure we do this, we have split that work into four work packages. Stakeholder engagement groups have been convened to advise during the preparation of secondary legislation and statutory guidance, enabling implementation of the provisions of the Heat Networks (Scotland) Act 2021.
Building assessment reports and heat network zoning
This group provides advice, expertise and feedback in respect of the implementation of part 3 of the Act, heat network zones and part 5 of the Act, building assessment reports.
We will be publishing membership and meeting minutes for this work package in the near future.
Consenting, key network assets and transfer scheme
This group provides advice, expertise and feedback in respect of the implementation of part 2 of the Act, heat network consent and part 7 of the Act, key network assets.

Licensing and powers of licence holders
This group provides advice, expertise and feedback in respect of the implementation of part 1 of the Act, licensing and part 6 of the Act, the powers of the licence holders.
