Mobile messaging apps use: review

Overview

An externally-led review of Scottish Government’s use of mobile messaging apps and non-corporate technology took place in 2024. It was led by Emma Martins and reported to the Scottish Government in July 2024.

The aim of the review was to recommend improvements to our record management policy and practice as well as working practices in relation to modern digital workplaces. It:

  • focussed on openness and transparency and how trust is built in the way that government conducts business through technology
  • considered the boundaries between work and private communications and how these can be considered distinct as part of the digital information age

It ensured that the boundaries of the Level Three Intervention by the Scottish Information Commissioner were respected.

Recommendations have been made by Emma Martins. Her report states that information is now at the heart of people’s lives, and the way in which information is managed by those who are charged with that responsibility matters.
