National Outcomes review 2023: consultation information pack - easy read version
We want to hear from people and communities across Scotland about whether our National Outcomes continue to reflect the kind of Scotland we want to see. We would also like to hear about how the National Performance Framework could have a bigger impact.
Introduction
The Scottish Government are doing a review of the National Outcomes. We have to do this every 5 years. Outcome is a word for a goal we want to reach. The National Outcomes are part of the National Performance Framework (NPF). This is a plan for the kind of Scotland we want to see.
National Performance Framework
The National Performance Framework (NPF) sets our goals for wellbeing in Scotland. We can also use the NPF to measure how well we are doing at reaching these goals.
The NPF is based on a society which is open and fair, where people and organisations treat each other with kindness, respect, compassion and respect the law.
The NPF is about the kind of behaviour people in Scotland should see in everyday life. It also guides the government to make decisions based on what is most important to people.
National Outcomes
The last review of the National Outcomes was done in 2018. It set out 11 Outcomes. These are listed over the next few pages.
Children
Every child grows up safe, loved, and respected. They can become the happy and successful adults they have a right to be.
Communities
We live in communities that are inclusive, empowered, healthy and safe. We protect our local places and all who live in them.
Culture
We are a creative country, and our culture is enjoyed all over the world. We celebrate and support our diverse arts, old and new.
Economy
We have a strong, successful economy that supports jobs, incomes and our quality of life. It is inclusive and benefits all our people and communities.
Education
All our people are educated, skilled and able to be part of society. We support the best teaching, research, and new ideas for all learners.
Environment
We value, enjoy, protect, and improve our environment. It is our duty to protect our natural resources and buildings for our own wellbeing and for future generations.
Fair Work and Business
We have successful, cutting-edge businesses with good jobs and fair work for everyone. We invest in the skills of our workforce and protect worker’s rights. This makes our economy more stable and productive.
Health
Our people are healthy and active. We properly support our NHS to face the challenges it has now and in the future. We widely promote good health and activity.
Human Rights
We respect and protect everyone’s human rights and live without discrimination. Discrimination is when you are treated badly because you are different. We are a society that believes in fairness, equality, and respect.
International
We are open, connected and have good relationships with other countries. We carry our stories and talents abroad and we welcome those of others.
Poverty
We tackle poverty by sharing opportunities, wealth, and power more equally. We will work together across political parties to find the causes of poverty and do away with it for good.
What do we want to know?
The Scottish Government must consult with communities as part of this review. We need to know if the existing National Outcomes are the right ones for communities in Scotland or if we should make changes.

We would like you to give your answers to this consultation by 5 June 2023.

Handling your response

The Scottish Government has to follow the Freedom of Information (Scotland) Act 2002 and would have to consider any request made to it under the Act for information about the answers made to this consultation.

Next steps
If respondents have given permission for their response to be made public, responses will be made available to the public at http://consult.gov.scot. If you use the consultation hub to respond, you will be sent an email with a copy of your response.
Following the closing date, all responses will be looked at along with any other evidence. Responses will be published if we have been given permission to do so. A report will also be made available.
