Chief Executive Framework Review

1.1 A report of the Chief Executive Framework Review can be found through the Public Sector Pay web pages. The review concludes that the overall aim of pay restraint for the higher paid, and specifically pay restraint for Chief Executives has been achieved and has provided savings to the public purse.

1.2 Adjustments to the Chief Executive Framework have been implemented to maintain Scotland’s ability to recruit and retain the best people to lead public bodies to deliver the Governments priorities.

Pay parameters and limits for 2024-25

1.3 The following pay parameters and limits for Chief Executive Pay are applicable from 1 April 2024 to 31 March 2025.

Pay Metrics and Limits

  • Full cost of pay award must be shown to be affordable with budget settlements.
  • Basic pay uplift is within a capped limit of 5% for 2024-25 for Chief Executives.

Other Elements

  • Pay progression is limited to a maximum of 2.5% for Chief Executives.
  • Maintains the suspension of non-consolidated payments (bonuses).
