2024 Scottish Quota Management Rules

Rules which document the distribution of fishing quota to Scottish vessels and the management of Scottish vessel interests.


1. Introduction

1. These Scottish Quota Management Rules 2024 (‘Scottish QMRs’) are published by the Scottish Government. The Scottish QMRs relate to the management of Scotland’s share of UK fish quotas apportioned to it by the UK Government.

2. These Scottish QMRs should be read in conjunction with the UK Quota Management Rules (‘UK QMRs’), as amended from time to time[1], and the Concordat on Management Arrangements for Fishing Opportunities and Fishing Vessel Licensing in the United Kingdom of 2 May 2012 (‘2012 Concordat’), as amended from time to time[2].

3. These rules are administrative and will be reviewed regularly, where possible in consultation with representatives of the Scottish fishing industry and other interested parties.

4. In distributing fishing opportunities, these rules are in compliance with section 25 of the Fisheries Act 2020 and the policies in the Joint Fisheries Statement.

5. The Marine Directorate retains the option, after consultation wherever possible, to depart from the Scottish QMRs.

6. These 2024 rules may be updated to reflect the outcome of the Scottish Additional Quota consultation[3] when the application process for West of Scotland cod additional quota launches for the allocation of this quota in 2025.
