Aberdeen city ULEZ for petrol and diesel cars: FOI release

Information request and response under the Freedom of Information (Scotland) Act 2002.

Information requested

1. Which CO2 emissions qualify as Euro 6 as determined by ACC?

2. What are the CO2 emissions that are acceptable for Aberdeen City ULEZ for petrol & diesel cars?

3. What is the ruling if a car is not a Euro 6 car but has lower emissions than those acceptable?

4. Has anyone ever seen smog by cars in Aberdeen?

5. Cars with higher CO2 is ULEZ compliant but cars with lesser CO2 are not?

Response

Question 1

CO2 emissions for Euro 6 are not determined by Aberdeen City Council. The CO2 emission limit values for Euro 6 diesel vehicles are outlined within Schedule 1 of The Low Emission Zone (Emission Standards, Exemptions and Enforcement) (Scotland) Regulations 2021. Which can be found here - The Low Emission Zones (Emission Standards, Exemptions and Enforcement) (Scotland) Regulations 2021 (legislation.gov.uk).

Question 2

The minimum Low Emission Zone (LEZ) emission standards for cars is Euro 4 for petrol and Euro 6 for diesel. The emission limit values for the minimum emission standards are outlined within Schedule 1 and 2 of The Low Emission Zone (Emission Standards, Exemptions and Enforcement) (Scotland) Regulations 2021. Which can be found here - The Low Emission Zones (Emission Standards, Exemptions and Enforcement) (Scotland) Regulations 2021 (legislation.gov.uk).

Question 3

In circumstances where a vehicle meets the emission limit values of the emission standards, despite not being registered as Euro 6 or Euro 4, if this can be evidenced by way of a Certificate of Conformity, the vehicle is considered compliant.

Question 4

The Scottish Government does not have the information you have asked for because the Scottish Government is not responsible for recording this information. This is a formal notice under section 17(1) of FOISA that the Scottish Government does not have the information you have requested.

Question 5

See response to questions 1 and 2 for information on emission standards. LEZs focus on improving air quality by reducing concentrations of the harmful pollutants Nitrogen Dioxide (NO2) and Particulate Matter (PM) and contributing towards meeting emission reduction targets.

Whilst reducing CO2 emissions is clearly important to mitigate climate change, the necessary improvements to air quality require us to focus specifically on NO2 and PM. This is why LEZ emission standards (Euro standards) are driven by criteria that focus upon these specific gases.
