Alcohol and Drug Partnerships (ADP) 2022/23 Annual Survey

This publication reports on responses to the annual survey of Alcohol and Drug Partnerships (ADPs) in Scotland for 2022/23. Its main aim is to evidence progress of the National Mission by providing information on the activity undertaken by ADPs.

2. ADPs were asked to report whether a wide range of activities were funded or supported. Some activities have been combined into themes with advice from policy officials for ease of reporting and interpretation. ‘Learning materials’ includes ‘Youth worker materials/training’ and/or ‘Teaching materials for schools’. ‘Mental wellbeing’ includes ‘Wellbeing services’, ‘Personal and social skills’, ‘Mental health’ and/or ‘Counselling services’ activities. ‘Campaigns/information’ includes ‘Seasonal campaigns’, ‘Reducing stigma’, and/or ‘Information services’. ‘Harm reduction’ includes ‘Sexual health’, ‘Overdose awareness and prevention’, and/or ‘Naloxone’. ‘Pregnancy & parenting’ includes ‘Pre-natal/pregnancy’ and/or, ‘Parenting’.

4. ADPs were asked to indicate how information on local treatment and support services was made available to the following audiences: ‘Non-native English speakers (English Second Language)’, ‘People with hearing impairments’, ‘ People with learning disabilities and literacy difficulties’, ‘People with visual impairments’ and ‘Other audience’.

5. ADPs were asked to report whether a wide range of activities were funded or supported. Some activities have been combined into themes for ease of reporting and interpretation. ‘Drug and alcohol screening’ includes ‘Drug screening’ and/or ‘Alcohol screening’. ‘Opioid Substitution Therapy’ includes ‘Opioid Substitution Therapy (excluding Buvidal)’ and / or ‘Buvidal provision’. ‘Harm reduction inc. naloxone’ includes ‘Harm reduction’ and/or ‘Peer-to-peer naloxone’. ‘Health education & life skills’ includes ‘Health education’ and / or ‘Life skills support or training (e.g. personal//social skills, employability)’. ‘Recovery’ includes ‘Recovery community’, ‘Recovery wing’, and / or ‘Recovery café’. ‘Referrals to drug and alcohol treatment’ includes ‘Referrals to drug treatment’ and / or ‘Referrals to alcohol treatment’.

6. It is important to note that an agreed definition of recovery communities remains to be developed and variations in how recovery communities are understood by ADPs may have affected the results. The definition used by the Scottish Recovery Consortium was adopted for the purposes of this survey: Recovery Communities – Scottish Recovery Consortium.

7. The ADP reporting no barriers to implementing MAT standards and the ADP reporting no barriers to accessing residential rehabilitation were not the same ADP.

8. Only 2 of the 5 ADPs who reported not making any revisions to their residential rehabilitation pathway in 2022/23 also reported ‘scope to further improve/refine your own pathway’ in question 26 which asked about barriers.

9. ADPs were asked to report whether the treatment or support service was in place for a range of age groups: 0-4 (early years), 5-12 (primary), 13-15 (secondary S1-S4), 16-24 (young people). For the purposes of reporting, responses have been combined.
