1. There were very many comments about human rights in the course of both consultations. The Scottish Human Rights Commission (SHRC) has provided an analysis of the human rights issues associated with this Consultation which is published alongside this report. It also notes that:"the absence of detailed analysis of the problems the proposed legislation is intended to cure limits our ability to make strong fact-based recommendations".
