New Build Heat Standard (amended) 2024: business and regulatory impact assessment

Addendum to the business and regulatory impact assessment (BRIA) prepared to support an amendment to the New Build Heat Standard (NBHS). This considers impacts of permitting the use of bioenergy and peat heating systems, and all secondary heating systems in new buildings.


6. Consultation and affected groups

19. The previous BRIA prepared for the introduction of the NBHS outlines a list of affected groups and this remains largely unchanged. As part of the review of the NBHS, we hosted five stakeholder workshops, two Ministerial roundtables and a number of individual engagements to discuss the options outlined earlier in this paper. A full list of organisations and communities represented by stakeholders at these workshops is presented in Annex A.

20. A number of discussions also took place with a core group of local authority verifiers via the Scottish Building Standards Hub to inform both the interim solution (Direction) and the proposed regulatory amendment. A well-attended local authority verifier session was also held in September 2024 to discuss any practical implementation challenges in relation to the options considered.
