The Building (Fees)(Scotland) Amendment Regulations 2025: equality impact assessment

Equality impact assessment carried out to understand the potential impact of the proposed policy to increase building warrant fees in Scotland through the Building (Fees)(Scotland) Amendment Regulations 2025.


Stage 1: Framing

Results of framing exercise

In summary, updating the existing fees regulations is required to provide additional resource to local authority building standards teams to fund improvements to strengthen the building standards system in Scotland. These amendments were agreed as part of the three year model starting with the Building (Fees) (Scotland) Amendment Regulations 2024.

The majority of users of the building standards system will be affected indirectly or directly by this policy. The aim is to improve and strengthen the building standards system, therefore all users will benefit from an improved service.

The policy will not have adverse impact on those with protected characteristics.

Extent/Level of EQIA required

A full equality impact assessment is required as the majority of users of the building standards system will be affected directly or indirectly by this policy. All users will see a benefit through an improved and strengthened building standards service.
