This paper sets out the Scottish Government’s vision for a modern constitution in an independent Scotland. It:
- sets out why Scotland needs a written constitution
- explains the benefits of having a constitution, including protecting the rights of people in Scotland
- describes how people in Scotland would be involved in creating the constitution
