Centre for Teaching Excellence: apply to host - stage 2

Scottish educational institutions successful at stage one of the application process are invited to apply for funding to set up and run a national Centre for Teaching Excellence. Find out how to apply.


Assessing your application

Assessment criteria: final weightings

  • technical weighting - 70%
  • cost weighting - 30%

Applications will be re-assessed against the following criteria:

 Stage 1 

 Each applicant’s total technical score from Stage 1 will be carried through to the final technical evaluation for Stage 2 and will be weighted to 60%.

 Stage 2

 Each applicant’s total technical score from Stage 2 will be calculated based on the responses provided to the criteria in the below table. Weightings will be applied to the scores as per the table below. The total score for Stage 2 will be weighted to 40% and then carried through to the final technical evaluation.

Each of the Stage 2 elements above will be assessed and a score will be awarded based on the evidence contained in the proposal in line with scoring criteria set out in the table below.

Unacceptable 

Nil or inadequate response. Fails to demonstrate an ability to meet the requirement.

Poor 

Response is partially relevant but generally poor. The response addresses some elements of the requirement but contains insufficient/limited detail or explanation to demonstrate how the requirement will be fulfilled.

Acceptable 

Response is relevant and acceptable. The response addresses a broad understanding of the requirement but may lack details on how the requirement will be fulfilled in certain areas.

Good 

Response is relevant and good. The response is sufficiently detailed to demonstrate a good understanding and provides details on how the requirements will be fulfilled.

Excellent 

Response is completely relevant and excellent overall. The response is comprehensive, unambiguous and demonstrates a thorough understanding of the requirement and provides details of how the requirement will be met in full.

Final technical evaluation 

Total scores for the technical assessment will be calculated as follows:

  • Stage 1 score 
    • Stage 1 score x Stage 1 weighting (60%) = Stage 1 weighted score
  • Stage 2 score
    • Stage 2 score x Stage 2 weighting (40%) = Stage 2 weighted score
  • Total score
    • Stage 1 weighted score + Stage 2 weighted score
  • Overall quality score 
    • Sum of all weighted scores x70% = Overall quality score for each applicant

Cost assessment

Please review and complete the costing document ‘Centre for Teaching Excellence Costing Document’ with your detailed costs. Please refer to the guidance within the instructions tab of the document when inserting your costs.

It is important that further information regarding your rationale behind the costs provided is included within the document to allow the Scottish Government to ensure value for money.

Within Stage 2, cost submissions will be assessed based on:

  • ability to deliver outcomes within the required budget
  • value for money in relation to the scope and scale of outcomes proposed to being delivered
  • rationale being provided behind each costing element

To allow a comparison of applications, a Total Cost will be calculated as set out in the pricing schedule.

The lowest total price, determined as the Total Cost will be awarded 100%. The Price Score for the remaining applicants will be determined by allocating a mark for each applicants total cost relative to the lowest total tender price using the formula:

(Lowest Total Cost/applicants Total Cost) X 100.

For example, if two applicants are received and applicant X has quoted £100,000 as their total cost and applicant Y has quoted £150,000, then the calculation will be as follows:

Applicant X price = £100,000       Price score = £100,000/£100,000 x 100 = 100.00

Applicant Y price = £150,000       Price score = £100,000/£150,000 x 100 = 66.67

The 30% weighting will then be applied.

Final cost and technical assessment

Applicant’s final technical weighted scores and price scores will be added together to calculate a total score to generate the final order of applicants.
