Assessment criteria
The process will be in two stages. At stage 1, applications will be assessed against the following criteria:

Each of the elements above will be assessed and a score will be awarded based on the evidence contained in the proposal in line with scoring criteria set out in the table below.

Excellent |
Response is completely relevant and excellent overall. The response is comprehensive, unambiguous and demonstrates a thorough understanding of the requirement and provides details of how the requirement will be met in full. |
Total scores for the technical assessment will be calculated as follows:

Cost assessment
Within Stage 1, costs submissions will be assessed based on:
-
ability to deliver outcomes within the required budget
-
value for money in relation to the scope and scale of outcomes proposed to being delivered
This assessment will be undertaken on a pass/fail basis.
A detailed assessment of costs will be undertaken during Stage 2 which will be undertaken using an approach focusing on the most economically advantageous bid (i.e. a combined evaluation based on costs and approach to delivery).
Following this first stage of application, we expect to shortlist a number of proposals, with further guidance provided at that stage to applicants. This stage is expected to focus on value for money of different proposals, building on the indicative costings provided in stage 1, as well as ability of proposals to deliver the aim and objectives of the Centre.
