"Equivalised" for these purposes means adjusted to take account of variations in household size and composition. Please note that some of the details of how the targets are defined are to be set out in regulations.

54 The target percentage cannot be set because the required data is not yet available. It is hoped that the data will be available before 2015 and the intention is for the target to be set before 2015.
