One possible negative impact of the targeted funding could be around stigmatising eligible children from low-income families. The targeted approach was chosen to enhance equity of access to enriching activities and holiday food for children from low income families. It is expected that Local Authorities and associated delivery partners will be working towards delivering stigma-free services as part of the holiday provision in accordance with the national guidance.
