Safeguarders - revised practice standards: children's rights and wellbeing impact assessment (CRWIA)

Children's rights and wellbeing impact assessment (CRWIA) for the implementation of revised practice standards for safeguarders published February 2023 by Children 1st.


1. Which articles of the UNCRC does this policy/measure impact on?

The revised Practice Standards have specifically been developed to embed children's rights into Safeguarder practice, highlighting where Safeguarders can uphold children's rights by meeting the Practice Standards. As the introduction to the Practice Standards states:

"Each of the seven Standards are linked to specific articles of the UNCRC so that a Safeguarder can identify clear links between their role as a Safeguarder and their duty to uphold and fulfil the rights of the child in every aspect of their involvement with a child to whom they have been appointed."

The revised Practice Standards specifically highlight the following articles as being of particular relevance to Safeguarder Practice through one or more of the seven Standards:

Article 2– Non-discrimination

Article 3(1) – Best interest to be a primary consideration
Article 3(2) – State's obligations to ensure necessary care and protection
Article 3(3) – Standards for institutions services and facilities

Article 4 – Implementation obligations

Article 12 – Respect for child's views

Article 13 – Freedom of expression

Article 14 – Freedom of thought, conscience and religion

Article 16 – Protection of privacy

Article 19 - Protection all forms of violence

Article 23 – Rights of disabled children

Article 42 – Making Convention widely known

The introduction to the revised standards also references and links to General Comment 14. On the right of the child to have his or her best interests taken as a primary consideration (2013)
