We took a range of actions following the Grenfell tragedy, including making changes to the Scottish Fire Safety Standards in 2019 and 2021. We also introduced changes to the requirements on the fire safety of cladding systems in 2022. This included banning highly combustible metal composite material panels on all buildings, and a ban on combustible external wall cladding systems of residential and high-risk buildings over 11 metres.
The pilot phase of the Programme was designed to test the Single Building Assessment (SBA) process. This highlighted the complexity of assessing a building’s external wall system, as each building is different. However, this helped us to identify a preferred approach to assessment, and led to the publication of the SBA specification. This means there is now a standard to which buildings should be assessed in Scotland.
The pilot also identified challenges to assessing and remediating buildings, such as gaining consent from all homeowners to carry out works. The Housing (Cladding Remediation) (Scotland) Act 2024 was brought forward to address this and other barriers to remediation that the pilot identified.
