Evidence for this assessment was gathered from:

The development of the Bill was initiated by the report from the CCC on progress in reducing emissions in Scotland, published in March 2024. The report highlighted that the acceleration in policy and actions required to meet the 2030 emissions reduction target was now beyond what is credible.
