Communications between First Minister Nicola Sturgeon and World Economic Forum etc between 1 January 2020 and 22 December 2021: FOI release

Information request and response under the Freedom of Information (Scotland) Act 2002.


Information requested

All communications (electronic or otherwise) during the period 1 January 2020 and 22
December 2021 between The First Minister of Scotland, Nicola Sturgeon, and the following:

  1. The World Economic Forum
  2. Klaus Schwab
  3. The Bill & Melinda Gates Foundation
  4. Bill Gates
  5. The Open Society Foundations
  6. George Soros

Response

  1. I enclose a copy of the information requested, however we are unable to provide some of the information within this item because an exemption under section 38(1)(b) of FOISA applies. This is personal data of a third party, in that it consists of personal information that may identify an individual and disclosing it would contravene the data protection principles in Article 5(1) of the General Data Protection Regulation and in section 34(1) of the Data Protection Act 2018. This exemption is not subject to the ‘public interest test’, so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exemption.
  2. While our aim is to provide information whenever possible, in this instance the Scottish Government does not have the information you have requested. After undertaking a search of our Ministerial and Corporate Correspondence system and electronic Records and Document Management system we have not identified any communications between the First Minister and Klaus Schwab within the period  requested. This is a formal notice under section 17(1) of FOISA that the Scottish Government does not have the information you have requested.
  3. While our aim is to provide information whenever possible, in this instance the Scottish Government does not have the information you have requested. Searches of our systems found no communications between the First Minister and The Bill & Melinda Gates Foundation during the requested time period. This is a formal notice under section 17(1) of FOISA that the Scottish Government does not have the information you have requested.
  4. While our aim is to provide information whenever possible, in this instance the Scottish Government does not have the information you have requested. Searches of our systems concluded there were no communications between the First Minister and Bill Gates within the time period requested. This is a formal notice under section 17(1) of FOISA that the Scottish Government does not have the information you have requested.
  5. I enclose the information you have requested, however we are unable to provide some of the information within this because an exemption under section 38(1)(b) of FOISA applies to some of the information you have requested. This is because it is personal data of a third party, in that it consists of personal information that may identify an individual and disclosing it would contravene the data protection principles in Article 5(1) of the General Data Protection Regulation and in section 34(1) of the Data Protection Act 2018. Some of the information you have requested is available from TITLE (justiceinitiative.org). Under section 25(1) of FOISA, we do not have to give you information which is already reasonable accessible to you. If, however, you do not have internet access to obtain this information from the website listed, then please contact me again and I will send you a paper copy.
  6. While our aim is to provide information whenever possible, in this instance the Scottish Government does not have the information you have requested. No communications were found during the time period requested between the First Minister and George Soros. This is a formal notice under section 17(1) of FOISA that the Scottish Government does not have the information you have requested.
