16 Note that although Police Scotland deployments in-country were not able to restart until 2023, spend was allocated during 2022 for the purposes of additional IT Hardware and Software – this followed a survey of the Malawi Police Force’s ICT ability to accurately record, track, monitor, investigate and report crimes/incidents in support of victims of sexual and gender-based violence. IDF grant spend in financial year 2022/23 also enabled Police Scotland to carry out additional deployments in 2023, when travel was again permitted, for their train the trainers specialist “First Responder and Child Protection” training, in both Malawi and Zambia (training on how to effectively deal with initial reports of Sexual Offences Cases or Child Protection Cases in such a way as to provide complainers/survivors with the confidence in reporting incidents). These additional deployments in 2022/23, post COVID, also enabled Police Scotland to properly review and evaluate their training to date, to then directly feed into their thinking for this programme in 2023/24 onwards.
