Scottish Government activities at COP28
Please see a list below of key activities undertaken by the First Minister and the then Cabinet Secretary for Transport, Net Zero and Just Transition at COP28. A comprehensive list for each minister is proactively released.

- bilateral with Hakainde Hichilema, President of Zambia
- bilateral meeting with Simon Stiell, Executive Secretary of the United Nations Climate Change Secretariat
- bilateral with Teresa Ribera Rodriguez, Third Vice-President of the Government of Spain
- bilateral with Maroš Šefčovič, Executive Vice-President of the European Commission
- bilateral with Agnés Pannier-Runacher, Minister for Energy Transition – France

As part of the COP 28 Business Programme the First Minister and Cabinet Secretary also:
- hosted the St Andrew’s day reception which showcased the sustainable produce from 21 Scottish food and drink companies to over 250 guests
- launched the COP 28 Scottish Business Programme at a business breakfast event
- spoke at a joint session hosted by the Global Alliance for a Sustainable Planet and Hermes on proposals for innovative investment solutions for climate finance
- delivered a keynote speech at the GEFI COP28 Climate Finance Summit attended by over 250 participants from across the international financial services sector
- participated in a panel discussion promoting the Scottish space sector’s contribution to Net Zero
- spoke at a UN Trade Day event promoting the use of trading systems to scale up breakthrough trade technologies and support a just transition
- spoke at UN Trade Day event focussing on strengthening supply chain resilience and navigating global disruption
- engaged with our GlobalScot volunteers in the UAE
- hosted a reception at the University of Strathclyde campus in the UAE
