With respect to contact between the Constitutional Futures Division and Professor Graeme Roy, 1st May 2021 - date, please provide:
1. The dates of all meetings held, in person or virtual.
2. Any documentation relating to the meetings, including agendas, presentation materials, minutes, notes, or briefings.
3. All correspondence between the Constitutional Futures Division and Professor Graeme Roy, 1st May 2021 - date.

Response

1. Graeme Roy met with staff from the CFD on the following dates:

• 10th February 2022
• 25th April 2022

Graeme Roy attended a meeting with staff from the CFD on 10th February 2022. On the 25th April 2022, Graeme Roy participated in an event with various speakers at the University of Glasgow attended by some staff from CFD. CFD officials had informal discussions with some of the attending academics after the event on 25th April but as these were not meetings, there was no business reason to record them.

An exemption under section 38(1)(b) of FOISA (Personal Information) applies to some of the information requested because it is personal data of a third party and disclosing it would contravene the data protection principles in Article 5(1) of the General Data Protection Regulation and in section 34(1) of the Data Protection Act 2018. This exemption is not subject to the ‘public interest test’, so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exemption.

An exemption under Section 30(b)(ii) – Free and Frank Exchange of Views for the Purposes of Deliberation, applies to a small section of the information requested. The reason why this exemption applies is explained in Annex B.
