Information requested

You asked for all correspondence* between the Paul McLennan and his civil services, and representatives and councillors from Glasgow City Council between March 2023 when the minister took up his post and the present date (25 July 23). I am specifically looking for all correspondence between the minister and his department and Glasgow City Council (GCC on the subject of homelessness).

*All written communication, texts, whatsapp and signal messages, and any minutes held in this period between the minister and GCC representatives include any reports or presentations.

An exemption under section 38(1)(b) of FOISA (personal information) applies to some the information you have requested. Section 38(1)(b) exempts the release of personal data of a third party, such as names and contact details. Disclosing this would contravene the data protection principles in Article 5(1) of the General Data Protection Regulation and section 34(1) of the Data Protection Act 2018. This exemption is not subject to the 'public interest test', so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exemption.
