Information requested

  1. Emails and correspondence between the Justice Minister, ministers, civil servants and special advisors discussing the selection and appointment of the 4 person body formed as a working group into parades and public processions.
  2. Emails and correspondence between the working group members before and after appointment to the Justice Minister, ministers, civil servants and special advisors.

Who proposed these individuals to form the group and the reasons why they were selected and whether these posts were advertised externally for other members of the public to apply?

Response

Most of the information you requested discussing the selection and appointment of the working group is presented in the Annex to this letter. Exemptions under section 38(1)(b) (personal information) of FOISA have been applied to some of the information that has been requested.

While our aim is to provide information whenever possible, in this instance we are unable to provide some of the information you have requested under section 17(1) of FOISA. The Scottish Government does not have any correspondence between the Working Group and ministers or special advisers.

Scottish Government policy officials proposed the membership of the working group and the rationale for choice of members. This information is within the Annex A submissions to ministers.

The posts were not advertised externally.
