Correspondence on Interpol Glasgow Conference: FOI release

Information request and response under the Freedom of Information (Scotland) Act 2002.


Information requested

Emails, notes, emails, discussions and all correspondence between the Scottish Government and Westminster on the Interpol Glasgow Conference.

We have interpreted this to mean that you have asked for communications between Scottish Government and the UK Government on the INTERPOL General Assembly in 2024.

Under section 25(1) of FOISA, we do not have to give you information which is already reasonably accessible to you. If, however, you do not have internet access to obtain this informat on
from the website(s) listed, then please contact me again and I will send you a paper copy.

An exemption under section 27(1) of FOISA applies to some of the information requested because we intend to publish that information on or after 19 July 2023 and within 12 weeks of the date of your request. We consider that it is reasonable to withhold the information until that date, rather than release this information before the planned publication date.

While our aim is to provide information whenever possible, in this instance we are unable to provide some of the information you have requested because an exemptions under sections  s.28(1) (Relations within the UK); s.29(1)(a) (Formulation or development of Scottish Government policy); s.30(b) (Free and frank exchange of advice or views); s.32(1)(a)(ii) (Relations between UK and any International organisation or court); s.38(1)(b) (Personal data relating to third party) of FOISA applies to that information. The reasons why that exemptions applies are explained in the Annex to this letter.

Our aim is to provide information whenever possible. However, in this instance, some of the information you have requested is not held by the Scottish Government for the purposes of FOISA because we received it in confidence from the UK Government. This means that, under the terms of section 3(2)(a) (ii) of FOISA, we are unable to disclose it in response to your request. However, you may wish to submit a new request under the Freedom of Information Act 2000 (FOIA) to the Foreign, Commonwealth, and Development Office and the Home Office who should be able to help you further.
