Development plan amendment regulations: consultation response summary

Summary of responses to our consultation related to proposals for regulations on the processes for amending the Development Plan. This report provides a summary of common themes submitted to this consultation and some key points raised.

To what extent do you agree that the proposed amendment to a LDP should be published for consultation, alongside the Justification of Amendment statement and any statement on the consequences for the Delivery Programme which are to be published for information?

Almost all (a combined 97.6%) of respondents supported this proposal. There were no opposing views on question 19A, with only 1 respondent from the Development, Property & Land Management sector & Agents grouping being neutral.

Summary /Themes

As stated above, there was no opposing views on this proposal and this is reflected throughout the further comments provided at 19B.

The general consensus across responses was that this would aid in the aim of being transparent when bringing forward an amendment, and that publishing the amendment alongside a Justification of Amendment statement helps to appropriately contextualise and clarify the evidence on which the amendment is being based.

In addition, it was suggested by a few respondents that the relevant impact assessment reporting should also accompany any proposed amendment for consultation. It was indicated that this may only be a short screening report in some instances, but nonetheless the provision of such evidence would still be important to demonstrate full consideration has been given to the proposed change.
