Information request and response under the Environmental Information (Scotland) Regulations 2004.
Information requested
The latest information for FY2022-23, regarding the following.
1. The budget allocation per area/local authority for area based scheme activity in 2022/23.
2. How much of those budgets was an accrual of agreed budget from 2021/22 per local authority area.
3. The level of accrual of budget allocated for 2022/23 carried forward into 2023/24 per local authority area.
4. The actual underspend/overspend per local authority area in 2022/23.

This document provides the full allocation and final spends for all local authorities under the Area Based Scheme programme.

In answer to your additional questions :
2. How much of those budgets was an accrual of agreed budget from 2021/22 per local authority area.
The Scottish Government did not report an accrual for the ABS programme as part of our annual accounts for 21/22.
The annual outturns published by the Scottish Government includes funding provided for all committed works completed as part of the ABS programme for that Financial year. This includes works completed after 31 March 2021 that were notified and claimed by councils by 30 June 2022 in line with their offer of grant.
The total value of works reported by councils as incomplete at 31 March 2021 was £14,039,145.29 Grant claims worth £16,243,611.73 relating to incomplete 21-22 ABS projects were submitted by 30 June 2022. These claims were paid in full by the Scottish Government and are included as part of the published outturn for the ABS programme for 21-22.
3. The level of accrual of budget allocated for 2022/23 carried forward into 2023/24 per local authority area.
