A82 Dunglass Roundabout Closures: EIR release

Information request and response under the Environmental Information (Scotland) Regulations 2004.


Information requested

"Kindly provide details for the official diversion association with the southbound a82 closure at the above location in June and including the required risk assessment for that diversion. Please advise the duration of the closures."

Response

As the information you have requested is 'environmental information' for the purposes of the Environmental Information (Scotland) Regulations 2004 (EIRs), we are required to deal with your request under those Regulations. We are applying the exemption at section 39(2) of the Freedom of Information (Scotland) Act 2002 (FOISA), so that we do not also have to deal with your request under FOISA.

This exemption is subject to the 'public interest test'. Therefore, taking account of all the circumstances of this case, we have considered if the public interest in disclosing the information outweighs the public interest in applying the exemption. We have found that, on balance, the public interest lies in favour of upholding the exemption, because there is no public interest in dealing with the same request under two different regimes. This is essentially a technical point and has no material effect on the outcome of your request.

Please find below the details of the official diversion route associated with the southbound A82 closure at Dunglass roundabout in June. The closures were in place from 22:00 on 13 June until 06:00 on 25 June 2024 - overnight only.

A82 Dunglass to Erskine SB onslip (Old Dalnotter) - Total Closure: Main Diversion: Leave A82 at Stoneymollan roundabout, Balloch by taking first exit onto A811 Lomond Road, Balloch – continue on A811 via Gartocharn to Drymen Bridge junction A809 – take right and follow A809 via Croftamie and Craigton Village to the roundabout at the B8050 Stockiemuir Road – take third exit onto B8050 Baljaffray Road – continue to A810 junction – take right and follow A810 on Duntocher Road and Glasgow Road to Hardgate roundabout (junction with A8014) – take first exit onto Kilbowie Road – continue to A82 Kilbowie roundabout – rejoin A82 southbound or to Erskine bridge by following permanent signing. 

Supplementary Closure at Dunglass Roundabout to remote diversion. A82 traffic over 15’ to be directed northbound on A82 via Dumbarton to A811 Stoneymollan roundabout, Balloch to join the southbound diversion 

Under the terms of the exception at regulation 10(4)(a) of the EIRs (information not held), Transport Scotland is not required to provide information which it does not have. We do not have the information you have requested because specific documented risk assessments are not carried out for every diversion installed. On this occasion the diversion used was the Standard Incident Diversion Route (SIDR) as described above. SIDR's are agreed between all stakeholders, Local Authorities, Operating Companies and Emergency Services.

This exception is subject to the 'public interest test'. Therefore, taking account of all the circumstances of this case, we have considered if the public interest in disclosing the information outweighs the public interest in applying the exception. We have found that, on balance, the public interest lies in favour of upholding the exception. While we recognise that there may be some public interest in information about risk assessments for diversion routes, clearly we cannot provide information which we do not hold.
