Ending homelessness together: annual report to the Scottish Parliament, November 2024
This annual report sets out the progress made in the last 12 months by national government, local government and third sector partners towards ending homelessness in Scotland.

2 The human rights bill seeks to incorporate the International Covenant on Economic, Social and Cultural Rights, which includes a right to adequate housing as an essential part of the overall right to an adequate standard of living, into Scots law, within the limits of devolved competence. The bill seeks to create duties on those delivering public functions to realise these rights and strengthen access to justice for rights holders.
3 Flipping means converting temporary accommodation into a permanent home to reduce transitions for homeless households.
4 Fair Way Scotland is a consortium of third sector organisations that works to ensure people with no recourse to public funds have access to essentials, support, advocacy and third sector funded accommodation. The Scottish Government supports Fair Way Scotland as far as is possible within devolved competence.
5 In 2023-24, 32,907 households (98 per cent) were assessed as unintentionally homeless, with the remaining 712 assessed as intentionally homeless.
