Stage 3: Assessing the impacts and identifying opportunities to promote equality

Having considered the data and evidence you have gathered, along with the responses to the consultation, this section requires you to consider the potential impacts – negative and positive – that your policy might have on each of the protected characteristics. It is important to remember the duty is also a positive one – that we must explore whether the policy offers the opportunity to promote equality and/or foster good relations.

Do you think that the policy impacts on people because of their age?

Advancing equality of opportunity X We think that there will be positive impacts as homes will be warmer and easier to heat. The tenant will benefit from having a warmer home, and this may particularly benefit older tenants and families with young children, by improving their warmth and reducing their risks of respiratory diseases, etc, which can be linked to poor energy efficiency
Promoting good relations among and between different age groups. X We do not think that our proposals will have any impact on good relations among and between different age groups.

Do you think that the policy impacts disabled people?

Eliminating unlawful discrimination, harassment and victimisation X There is no evidence to suggest that, overall, a minimum energy efficiency standard would disproportionately affect people with a disability.
Advancing equality of opportunity X We think that there will be positive impacts as homes will be warmer and easier to heat. The tenant will benefit from having a warmer home, and this may particularly benefit tenants with a disability by improving their warmth and reducing their risks of respiratory diseases, etc, which can be linked to poor energy efficiency

Do you think that the policy impacts on men and women in different ways?
