HR, finance and purchasing system replacement: equality impact assessment

This equality impact assessment looks at the replacement of HR, Finance and Purchasing systems in Scottish Government shared service customer organisation. This was huge undertaking impacting on every member of core Scottish Government and many other organisations.


Recommendations and Conclusion

The system has been audited and tested with users for accessibility. Despite our collective best efforts to make the solution being deployed highly accessible, we know there are some issues at the point of go-live that may create barriers for disabled staff, particularly those who use assistive technology like screen-readers. To mitigate these impacts, specific guidance and Masterclasses have been developed to support assistive technology users. An enhanced support model will be in place to troubleshoot issues with users post-go live. Issues will be monitored post-go live to ensure that barriers experienced by users are reduced.

Accessibility specialists will continue to work to improve the accessibility of the system post-go live.

Whilst there are known issues that we will seek to overcome, users should have an improved experience in engaging with corporate services once the system is embedded. The Accessibility Workstream have identified several areas for improving the overall accessibility or corporate services through:

  • Improvements to the provision of assistive technology.
  • Skills training for assistive technology training.
  • Enhances support requirements.
  • A continuous improvement approach to accessibility.

The EQIA has been instrumental in identifying key areas for attention. It has expedited Accessibility Testing and helped to formulate the approach to Accessibility Testing and working with users to put in place the right guidance and support.

The EQIA is being regularly updated to reflect any accessibility issues arising and any previously identified issues that have been resolved. It is currently on version 19.
