HR, finance and purchasing system replacement: equality impact assessment

This equality impact assessment looks at the replacement of HR, Finance and Purchasing systems in Scottish Government shared service customer organisation. This was huge undertaking impacting on every member of core Scottish Government and many other organisations.


2. Programme objectives

  • To remove operational challenges, operational risk, and lower the internal burden on SG for platform maintenance.
  • To move SG onto a modern, sustainable HR & Finance platform that will allow us effectively to deliver the global designed standards / processes
  • To extract value from a single integrated HR & Finance platform that delivers insights and data to drive decision making
  • To deliver a more customer friendly suite of services, with an improved end user experience
  • To stay current to take advantage of new capabilities regularly to help us extract further value
  • To create efficiency (capacity release) gains within HR, Finance and business functions throughout the Scottish Government and agencies.

The Shared Service Programme is part of a multi-year, multi-phased transformation programme with an initial scope to deliver a new cloud-based technology to replace the old on premise platforms for our existing customer organisations. The ambition is to move away from outdated and inefficient ways of working and embrace new technology and all that it can offer to provide intuitive and value adding services from both a cost and user experience point of view, aligning with Global Design Principles best practice.

The approach to define which elements of this complex system required specific EQIA’s to analyse impacts further was based on an initial impacting exercise which identified the highest volume/impact journeys user journeys. This approach was approved at the SG Shared Services Programme Joint Business Design Authority in June 2023 and July 2024.
