HR, finance and purchasing system replacement: equality impact assessment

This equality impact assessment looks at the replacement of HR, Finance and Purchasing systems in Scottish Government shared service customer organisation. This was huge undertaking impacting on every member of core Scottish Government and many other organisations.


5. The Scope of the EQIA

This EQIA provides an overview of the implementation of what is a vast and complex IT system. It does not look at detailed functionality. A number of other journey specific EQIAs have been drafted to look at this. As such, the approach to the EQIA was to identify and examine any high level issue which might prevent the desired outcomes.

Over the course of the Programme work has been undertaken to understand the system, how we make best use of the tools available, and workarounds where necessary. We have looked at accessibility and the risks from different angles:

1. The ‘off the shelf’ system may require adaptations to meet statutory accessibility standards

2. All issues identified will not be resolved on system ahead of launch

3. Standards for accessibility have changed between the time of procurement, and the date of launch.

4. It may not be possible to reconfigure the system to remedy/mitigate issues.

5. Sufficient resource must be dedicated to end to end service improvements to improve the accessibility of the corporate experience

6. There are known accessibility issues within the system

7. Accessibility auditing

8. Sufficient resource will be required for the Accessibility workstream

9. Training and guidance required

10. Testing, by people with particular accessibility needs, to help us understand the system, issues and remedies

11. Our ability to effectively collect Diversity Data

12. There are a large number of critical “documents” generated by the system which must be made accessible

13. Disabled colleagues might have a poor experience of the change because of the volume of tasks to complete and information to consume
