Summary of aims and desired outcomes of Policy: Creating a Scottish Discretionary Housing Payment scheme brings Discretionary Housing Payments (DHPs) in Scotland fully under control of Scottish Ministers. The policy allows the Scottish Government to continue assisting households who require further financial assistance in order to meet housing costs and also enables Ministers to use the scheme in a way that more effectively reduces poverty, safeguards tenancies and prevents homelessness in Scotland.
