Citizens Summary 2022: European Regional Development Fund

The European Regional Development Fund (ERDF) helps to strengthen economic and social cohesion by correcting imbalances between regions.

The ERDF is one half of the European Structural and Investment Funds - the other is the European Social Fund (ESF).

What is the European Regional Development Fund?

By the end of 2022, the Scottish Government's running total of approved ESF and ERDF operations was £636.4m.

This money was allocated to local authorities and national partners so that they can deliver projects themselves or distribute the funding to smaller organisations.

The Scottish Government allocates ERDF support to projects that work towards our aim of boosting smart and sustainable growth.

This includes:

  • transforming vacant urban land into greenspaces
  • supporting businesses with advice and finance
  • building low carbon travel infrastructure

What activity does the ERDF support in Scotland?

Case study: Minister visits ERDF-supported Medical Device Manufacturing Centre

On Thursday 15 December 2022, Richard Lochhead, Minister for Just Transition, Employment and Fair Work, visited the Medical Device Manufacturing Centre (MDMC) at Heriot-Watt University’s Edinburgh campus to celebrate the publication of the European Social Fund (ESF) and European Regional Development Fund (ERDF) 2022 case studies booklet.

The £3.1m centre is jointly funded by the ERDF via Scottish Enterprise’s Advancing Manufacturing Challenge Fund, the Edinburgh & South East Scotland City Region Deal, and Heriot-Watt, Edinburgh, Glasgow, and Robert Gordon universities. It provides medical device developers and manufacturers with the advice, technical expertise and facilities essential for companies that are seeking to translate medical device concepts to commercial products

Richard Lochhead, Minister for Just Transition, Employment and Fair Work, said: "The MDMC is an excellent example of the business-boosting projects that the European Regional Development Fund continues to support across Scotland."

Case study: ERDF helps to build Smart Canal in Glasgow

Historically, a significant area of north Glasgow has been at risk of surface water flooding, which has limited the development potential and created substantial amounts of derelict land. With local sewer systems at capacity, no natural watercourse in the area and climate change likely to bring more adverse weather events, a different approach to removing excess surface water was required.

After many years of planning, the solution has been the Glasgow ‘Smart Canal’ scheme, relying on sensors and predictive weather technology to dynamically manage water levels, enabling the canal to become a drainage route for excess surface water when rainfall is high. With early warning of wet weather, the canal water level can be lowered by up to 100mm, isolating the north Glasgow section and moving excess water into the nearby River Kelvin.

Officially named the North Glasgow Integrated Water Management System (NGIWMS), it is a sustainable solution that has received capital funds from Glasgow City Region City Deal as well as ERDF grants via the Green Infrastructure Fund and ‘Scotland’s 8th City – the Smart City’ programme

  • Total project budget (Smart Canal): £839,000
