EV charge points in Scotland: FOI release

Information request and response under the Freedom of Information (Scotland) Act 2002.


Information requested

  1. The number of EV charge points are currently in Scotland broken down by Local Authority.
  2. The number of faults recorded this year broken down by Local Authority.
  3. The number of EV chargers currently out of order at the time of reply broken down by FOI.

Response

Some of the information you have requested is available from the ChargePlace Scotland website.

Under section 25(1) of FOISA, we do not have to give you information which is already reasonably accessible to you. However, for ease of reference we have attached a spreadsheet which will help to answer your first question.

While our aim is to provide information whenever possible, in this instance the Scottish Government cannot provide details of charge point ownership. This is because some details may be covered by GDPR regulations while there may also be commercially sensitive information relating to confidential contractual arrangements between owners and charge point suppliers.

Charge point owner details have therefore been removed from the attached datasets.

  1. Please find a searchable spreadsheet attached entitled 'Copy of ChargePlace Scotland Asset Register Sept 2022'. It will allow you to view assets by Local Authority area. Note that these are not necessarily owned by the respective councils but are located within their boundaries.
  2. Please find attached a searchable spreadsheet that lists all recorded faults between September 2021 and August 2022. The list shows 7790 faults, note however that many of these are transient in nature due to mobile connectivity issues, for example. In those cases the charge point will often continue to function and provide a charge. It does not show which local authority boundary each charge point relates to as the database is not structured in this way. However, the CPID and Manufacturer Serial fields can be cross-referenced with the asset register spreadsheet above if you wish to analyse where these faults occurred. Each charge point commissioned onto CPS has a unique identification number and an asset audit is ongoing to make charge point IDs consistent across the estate.
  3. Please find attached a searchable spreadsheet that lists all recorded faults at 17th August 2022. The list shows 131 faults, note however that many of these are transient in nature due to mobile connectivity issues, for example. In those cases the charge point will often continue to function and provide a charge. We assume that you would like it broken down by Local Authority. Please note that it does not show which Local Authority boundary each charge point relates to as the database is not structured in this way. However, the CPID and Manufacturer Serial fields can be cross-referenced with the asset register spreadsheet above if you wish to analyse where these faults occurred.

The attached yearly fault list and the open fault list include the following types of 'fault', and represent timescales relating to:

  • Call out fault activity
  • Partial faults- where one socket out of two may be at fault but post still operational
  • Physical fault repair
  • Virtual fault repair
  • Maintenance and warranty delayed faults
  • Quote Acceptance delay
  • Emergency Stop Press
  • Parts ordering and replacement
  • Mobile communication drop-outs
