The Scottish Affairs Committee publishes details of the Scottish Government’s final HM Treasury funding allocation each year following the conclusion of the UK Supplementary Estimates process. A separate excel file is published for each financial year. The files include ‘Resource Changes’ and ‘Capital Changes’ tabs. Note that the Resource Changes tab includes non-cash budget allocations for student loans, depreciation & impairments. The Capital Changes tab includes budget allocations for Financial Transactions.

The starting point for HM Treasury funding is the Scottish Government’s initial block grant allocation from the relevant Spending Review period. This is then adjusted for any changes to funding following UK Government fiscal events or as confirmed during the annual Main Estimate and Supplementary Estimate processes. The movements are detailed in the excel files and include details of the relevant UK Government department as well as the policy.

HM Treasury provide details of changes in devolved administrations’ block grant funding in periodic Block Grant Transparency reports. The most recently published report, from December 2021 can be found online here. The next block grant transparency report is due to be issued in June 2023.
