Fisheries Management Measures within Scottish Offshore Marine Protected Areas (MPAs) - Socio-Economic Impact Assessment

This assessment is undertaken to identify and assess the potential economic and social effects on the lives and circumstances of people, businesses, and communities. It investigates the potential cumulative economic benefits and costs and associated potential social impacts.

5. Costs to the Public Sector

The estimated potential costs to the public sector at national level are summarised in Table 13 and further detail provided in Appendix B. These range from £9.7 million under Option 1, down to £3.2 million under Option 2.

Table 13. Potential cost impacts to the public sector (present value in £000, discounted over assessment period, 2022 prices)
Activity Management Option
Option 1 Option 2
Increased VMS polling rate 76.8 29.7
Increased resources at UKFMC 9,651.1 3,202.1
Total 9,727.9 3,231.8

Public sector costs are related to the potential future monitoring and control (of fisheries activity) costs, including an increased VMS polling rate, increased resources at the UK Fisheries Monitoring Centre (UKFMC), and additional site-based inspection activity.

There are a number of uncertainties surrounding the estimates of costs to the public sector, in particular, the number of pings that would result from an increased polling rate in the sites (as vessels currently fishing there with restricted gear types would likely avoid the sites when measures are in place), and whether these costs would fall on the public sector or on the vessels themselves; costs for additional monitoring from the UK Fisheries Monitoring Centre; and additional site-based inspection activity.
