Fisheries management measures within Scottish Offshore Marine Protected Areas (MPAs) - Sustainability Appraisal

The Sustainability Appraisal is the overarching document which aims to capture the complexities of the potential socioeconomic and environmental impacts of fisheries management. The Strategic Environmental Assessment and a Socio-Economic Impact Assessment are used the inform the appraisal.

BRIA Business and Regulatory Impact Assessment - assesses the likely costs, benefits and risks of any proposed primary or secondary legislation, voluntary regulation, codes of practice, guidance, or policy changes that may have an impact on the public, private or third sector.

CCUS Carbon Capture, Utilisation and Storage - also referred to as carbon capture, utilisation and sequestration, is a process that captures carbon dioxide emissions from sources like coal-fired power plants and either reuses or stores it so it will not enter the atmosphere.

CFP Common Fisheries Policy - set of rules for sustainably managing European fishing fleets and conserving fish stocks.

CSSEG Clean and Safe Seas Evidence Group - one of four evidence groups which supports and is tasked with delivering the UK Marine Monitoring and Assessment Strategy (UKMMAS).

EC European Commission - the EU’s politically independent executive arm.

ER Environmental Report - the document that presents the outcomes of the SEA.

ESO Electricity System Operator - performs several important functions; from second-by-second balancing of electricity supply and demand, to developing markets and advising on network investments.

EU European Union - international organisation comprising 27 European countries and governing common economic, social, and security policies.

FTE Full Time Equivalent - the number of hours considered full-time.

GDP Gross Domestic Product – the total value of goods produced and services provided in a country during one year.

GVA Gross Value Added – a productivity metric that measures the contribution of a corporate subsidiary, company, or municipality to an economy.

HM His Majesty’s – a title of respect used when referring to a king.

HND Holistic Network Design - provides a coordinated onshore and offshore design for a 2030 network to meet government objectives of connecting 40 GW of offshore wind in Great Britain by 2030, including 11 GW in Scotland as well net zero by 2050 for GB and by 2045 for Scotland

ICES International Council for the Exploration of the Sea – a regional fishery advisory body and the world’s oldest intergovernmental science organisation.

INTOG Innovation and Targeted Oil and Gas Decarbonisation - leasing round in which developers will be able to apply for the rights to build offshore wind farms specifically for the purpose of providing low carbon electricity to power oil and gas installations and help to decarbonise the sector.

JNCC Joint Nature Conservation Council – the public body that advises the UK Government and devolved administrations on UK-wide and international nature conservation.

MPA Marine Protected Area – geographical areas of the marine environment established and managed to achieve long-term nature conservation and sustainable use.

NCMPA Nature Conservation Marine Protected Area – designated areas to protect nationally important species, habitats, ecological processes and features of geological/geomorphological importance.

NEAFC North East Atlantic Fisheries Commission – is a regional fishery management organisation that maintains controls over fishing and fishing-related acts in the North Sea, the Irish Sea, the Nordic Seas, the Barents Sea, the White Sea and the remainder of the North East Atlantic Ocean, except for the Baltic Sea and the Danish straits.

OTNR Offshore Transmission Network Review - launched in July 2020 to ensure that transmission connections for offshore wind generation can be delivered to support the UK Government's ambitions to increase offshore wind power to 40 GW by 2030 and to deliver on its Net Zero ambitions.

PMF Priority Marine Feature – habitats and species that we consider to be marine nature conservation priorities in Scottish waters.

PV Present Value – the value in the present of a sum of money in the future, discounted at an appropriate discount rate.

SA Sustainability Appraisal – an appraisal of the economic, environmental, and social effects of a plan from the outset of the preparation process to allow decisions to be made that accord with sustainable development.

SAC Special Area of Conservation – protected areas that have been adopted by the European Commission and formally designated by the government of each country in whose territory the site lies. In the case of the UK they have been designated under the Habitats Regulations.

SEA Strategic Environmental Assessment – a systematic decision support process, aiming to ensure that environmental aspects are considered effectively in policy, plan and program making.

SEIA Socio-economic Impact Assessment - is the systematic analysis used to identify and evaluate the potential socio-economic and cultural impacts of a policy, plan or proposed development on the lives and circumstances of people, their families and their communities.

SPA Special Protection Area - protected areas for birds in the UK that have been adopted by the European Commission and formally designated by the government of each country in whose territory the site lies. In the case of the UK they have been classified under the Habitats Regulations.

SSSI Site of Special Scientific Interest – a conservation designation denoting a protected area in the United Kingdom.

UKMMAS UK Marine Monitoring and Assessment Strategy - aims to provide coordinated and integrated marine monitoring programmes which support periodic assessments of the state of the UK marine environment.

VMS Vessel Monitoring System – a term to describe systems that are used in commercial fishing to allow environmental and fisheries regulatory organisations to track and monitor the activities of fishing vessels, usually through regular satellite-based monitoring of vessel speed, location and heading.
