Information requested

A copy of any pre-meeting briefing; confirmation of all people in attendance at all meetings; agendas for all meetings; notes or minutes taken and/or action points decided during all meetings; and any post meeting briefings in relation to all meetings between any Scottish Government Minister(s) and any representative(s) from INEOS during the period between 1 December 2016 and 4 April 2017.

Response

I have concluded that the original decision should be confirmed, with modification.

In relation to the information redacted from the original response, I agree that exceptions under regulation 10(5)(e) (confidentiality of commercial or industrial information, provided for by law to protect legitimate economic interest) and regulation 11(2) (personal data relation to a third party) of the EIRs applies. Reasoning for the application of those exceptions was provided in the original response.

However, I have identified information that was redacted from the original response and to which neither exception applies, for example information in relation to planning applications which is already in the public domain. I attach a modified version of the information released.
