Information requested

  • How many staff at (i) the Scottish Government's core departments and (ii) the Scottish Government's external agencies received pay progression increases in each of the last five financial years, including 2016/17.

  • In each of the above financial years, please also specify the total value of pay progression increases.

  • For 2016/17, please also detail how many employees received pay progression increases in each £10,000 salary band.

Response

Pay systems in the Scottish Government generally provide for pay ranges (grades) with a minimum, maximum and defined pay steps in between. Staff will usually enter the pay range at the minimum and progress to the maximum one pay step at a time. Pay progression is determined as part of the annual pay review process. The maximum of each pay range (once attained) reflects the salary payable when a staff member has become fully competent in the applicable grade. In that regard, the pay progression arrangements provide fairness and equity, and compliance with legal requirements through delivering equal pay for work of equal value.
