Date received: 22 August 2017
Date responded: 15 September 2017
Information requested
For information on: 'which published British safety standard(s) (stating whether in their entirety or partly) the Baby Box conforms to…' and similarly for the Baby Box mattress and mattress protector and also requesting 'a copy of any certificate(s) confirming that it does so conform.'
Response
Your request for a review of the original response stated that the original response had not dealt with the aspect around the safety standards in so far as it related to the Baby Box and also your request for a copy of any certificate(s).
I have concluded that the original decision should be confirmed with modifications.
Although I am satisfied that the original response addressed part of your request, I have concluded that it failed to address your request to receive copies of relevant compliance certificates. In addition, whilst the original response clarified which national standards the Baby Box is accredited under, it did not cover your question about full or partial compliance with these standards. I would like to apologise for this on behalf of the Scottish Government and I have drawn these matters to the attention of the original FOI responders. I shall now address these questions in turn.
With regard to your request for copies of certificates relating to compliance with the relevant British safety standards for (i) the Baby Box (ii) the mattress included in the Box and (iii) the mattress protector included in the Box. This information is held by APS Group (Scotland) Limited who has been contracted by Scottish Government to supply the Baby Box. This is a formal notice under section 17(1) of FOISA that the Scottish Government does not have the information you have requested.
With regard to your question on which published British safety standard(s) (stating whether in their entirety or partly) the box itself conforms to….'. the national safety standard which applies to the Baby Box itself is BS EN 1130-1:1997 Furniture. Cribs and cradles for domestic use. Safety requirements. The Baby Box meets all aspects of the standard applicable to it. It should be noted that the standard covers all types of cribs and cradles and there are, therefore, elements that are not applicable to the Baby Box.
