1). Multi Agency Public Protection Arrangements (MAPPA) National Guidance manual;
The Scottish Government issues MAPPA Guidance under section 10(6) of the Management of Offenders etc. (Scotland) Act 2005. I enclose a copy of the latest version of the guidance, which was published in March 2016. The guidance is routinely updated to take account of developments in legislation, policy and practice.
2). National Objectives for Social Work Services in the Criminal Justice System: Standards – Throughcare manual;
I enclose a copy of the National Objectives for Social Work Services in the Criminal Justice System: Standards Throughcare (2004) (https://www.gov.scot/Publications/2004/12/20473/49294)The Scottish Government is currently in the process of revising a suite of justice social work guidance and standards, again to reflect developments in legislation, policy and practice. The enclosed Throughcare manual is one of the documents being considered for revision.
3). Equality and Human Rights Impact Assessments (EHRIA) produced in respect of each of the above manuals.
The Scottish Government produced an Equality Impact Assessment (EQIA) relative to MAPPA in December 2015, a copy of which is also enclosed (http://www.legislation.gov.uk/ssi/2015/429/pdfs/ssieqia_20150429_en.pdf).
The National Objectives for Social Work Services in the Criminal Justice System: Standards Throughcare was produced in 2004, and as such predates the requirement for EQIA. However future revisions of this document will be subject to the relevant impact assessment as appropriate.
