You asked for details of the consultation leading to the decision to issue Scottish Statutory Instrument 2018 352, specifically:
1) which “generators of electricity from renewable sources and other persons as the Scottish Ministers considered appropriate” were contacted
2) when such communications took place

Response
The answer to your question is that the generators of electricity from renewable sources and other persons contacted were those considered to have an obvious interest in the Amendment Order, namely Scottish Power, SSE and GHG Alliance as operators of hydro generating stations in Scotland, and Scottish Renewables as a relevant industry body. We also consulted with the UK Government (Department for Business, Energy and Industrial Strategy) and the Northern Ireland Executive as the responsible bodies for the Renewables Obligation in England and Wales, and Northern Ireland, respectively. These latter discussions established that the proposed amendment would only be made to the Scottish Order, and addressed concerns that the change might lead to any overcompensation for electricity produced.
